The Armenian government has awarded a 15-year public-private partnership to Malta-based Random Systems International for the development and operation of a real-time betting monitoring system. The platform will launch on January 1, 2027, with complete deployment scheduled within the following six months.
The procurement process initially attracted three foreign bidders before proceeding to judicial review. To prevent further procedural delays, authorities introduced a measure prohibiting injunctions against the contract. Random Systems International will construct and manage the infrastructure, while the State Revenue Committee retains direct access to all transaction data.
Integration Requirements and Financial Impact
Licensed gambling operators in Armenia must integrate their platforms directly with the new system, covering both online and land-based venues. The framework requires all stakes and payouts to be recorded by the state and the private contractor, which will directly influence operator profit margins. This regulatory update operates alongside the 10% turnover tax that has been active since July 2025.The arrangement mirrors a comparable monitoring framework previously implemented by the same firm in Georgia.
